Organization

Civil Litigation Division

The Civil Litigation Division consists of three (3) specialty sections:

  • General Litigation: These sections defend civil lawsuits for monetary damages in the Superior Court for DC and the US District Court for the District of Columbia. Their cases range from slip and falls, motor vehicle accidents, government contracts, inmate assaults, and police false arrest/use of excessive force to employment discrimination.

  • Equity: These sections focus on class action suits, cases brought under the Individuals with Disabilities Education Act and civil lawsuits for non-monetary damages filed in District Court and Superior Court.

  • Personnel and Labor Relations: This section defends various agencies in employment matters before administrative bodies. They also represent agencies in appeals of administrative decisions in Superior Court.

Commercial Division

The Commercial Division consists of five (5) specialty sections:

  • Economic Development: This section is counsel to the Department of Housing and Community Development (DHCD). They assist the District’s business services and economic development agencies in the creation of a capital tax base with its concomitant employment and homeownership opportunities for DC residents.

  • Land Use and Public Works: This section assists DC agencies to make informed land use decisions. They advise the Zoning Commission and Board of Zoning Adjustment on decisions, and review or draft their orders.

  • Procurement: This section provides legal services for the District’s acquisition of goods and services. They advise agencies in drafting and solicitation of all contracts, and negotiate sales/leases of DC properties.

  • Real Estate: This section provides legal advice and assistance to District agencies in a wide variety of real estate transactions including simple commercial leases and complex land acquisitions.

  • Tax, Bankruptcy and Finance: This section is responsible for review and advice in all bond issuances and similar governmental financing transactions. They also defend the Office of Tax and Revenue in tax assessment challenges and press the District’s claims against bankrupt entities.

Family Services Division

The Family Services Division consists of three (3) specialty sections that litigate for:

  • Child Protection: This section litigates charges of child physical and sexual abuse and neglect, files motions for termination of parental rights and adoption placement, and files motions pertaining to provision of services by the Child and Family Services Agency.

  • Domestic Violence: This section represents victims of intra-family domestic violence in DC Superior Court by obtaining civil protection orders and by prosecuting related contempt of court matters.

  • Mental Health: This section handles all legal matters for the Department of Mental Health and prosecutes all civil commitment matters.

 Immediate Office

The Immediate Office develops legal policies for OAG and the District of Columbia. The Attorney General heads the Immediate Office, aided by the Chief Deputy Attorney General and the Chief of Staff.  The Immediate Office also provides comprehensive professional and technical support to the entire office and other District of Columbia agencies, primarily through attorneys specializing in various areas of the law.

  • Deputy Attorney General for Communications and Legislative Affairs interacts with members of the media and the general public on behalf of OAG and supervises subordinate agency counsel and reviews proposed legislative bills to determine how the bills may affect OAG.

  • Freedom of Information Act Officer provides training and advice to agency Freedom of Information Act Officers and agency heads, and also responds to requests for information to OAG from the general public.
  • The DC Ethics Counselor is the primary District of Columbia government ethics advisor who provides training to senior government officials and agency ethics counselors on the proper standards of conduct for District of Columbia employees. 

Legal Counsel Division

The Legal Counsel Division provides advice, opinions, drafting, and other assistance on legal issues, inter- and intra-governmental agreements, legislation, rule-making, orders, and citizen referenda to the Mayor's Office, Agency Directors, the DC Council and DC Courts.

Public Safety Division

The Public Safety Division consists of five (5) specialty sections:

  • Civil Enforcement: This section conducts a wide range of affirmative and administrative litigation including enforcement of issues relating to occupational and professional licenses, local, small and disadvantaged business licenses, building and zoning permits, and alcohol beverage control (ABC) licenses.

  • Consumer and Trade Protection: This section investigates and prosecutes violations of DC’s consumer protection and antitrust laws by obtaining court injunctions against unlawful business practices as well as monetary compensation for consumers.

  • Criminal: This section prosecutes adults who commit certain types of offenses within the District of Columbia including all traffic offenses, drunk driving, underage drinking, as well as fraud of government agencies, including tax and welfare fraud.

  • Juvenile: This section is responsible for all juvenile prosecutions in the District of Columbia. These cases are brought in the Family Court of the District of Columbia Superior Court. The attorneys manage all aspects from intake and charging, through motions and trial practice, to sentencing and placement. They prosecute offenders under the age of 18 for a variety of offenses including first degree murder, sex offenses, drug offenses, armed robbery, assault, weapons offenses, drug offenses, unauthorized use of a motor vehicle, and no permit. Attorneys serve in the unique position of a criminal prosecutor, charged with protecting the citizens, while striving to achieve the rehabilitative goals of the District’s juvenile justice system.

  • Neighborhood and Victim Services: This section provides legal advice and counsel to each of the Core Teams covering all eight wards in the District. The objective is to improve the quality of life of DC residents, visitors, and businesses while significantly reducing criminal activity. The Victim Services Unit ensures that victims are treated with dignity and respect and receive appropriate services.
