Staff Attorney Positions—Office of the Attorney General
Trial Attorney (VA# 09-026)
The Civil Litigation Division, Public Advocacy Section of the Office of the Attorney General for the District of Columbia is seeking a trial attorney to handle all phases of arbitration of any issues relating to the Master Settlement Agreement. In November 1998, the District, 46 states, and five United States territories entered in the Master Settlement Agreement with four major cigarette manufacturers. In the Agreement the settling states agreed to release various claims relating to the marketing of cigarettes, and in return the manufacturers agreed to adhere to numerous restrictions on the ways they may advertise and market cigarettes; and to make payments to the settling states each year. The Attorney will serve as the lead trial attorney on behalf of the District at all arbitration proceedings that arise out of any issues related to this Agreement.
The successful candidate must have a law degree and be a member of the District of Columbia Bar or be eligible for waiver into the bar. If a candidate is selected and is not a member of the District of Columbia Bar, he/she must apply for membership and show proof of such prior to the commencement of employment. The candidate must have five or more years of litigation including complex litigation, preferably tobacco related litigation experience; and experience in mediation; and must have excellent analytical and writing skills.
The position is within the Collective Bargaining Unit. It is a 13-month term appointment. Renewal of the 13-month term depends on continued availability of funding and satisfactory performance. Attorney Advisor (Government Contract Litigation) (VA# 10-002)
The Civil Litigation Division of the Office of the Attorney General for the District of Columbia is seeking one trial attorney for its General Litigation section. General Litigation is responsible for defending the District of Columbia in civil lawsuits in which plaintiff seeks money damages and/or individual injunctive relief. The General Litigation sections defend cases in both DC Superior Court and the US District Court for the District of Columbia. The cases primarily are in the areas of government contract, personal injury (slip and fall, automobile, police false arrest/assault, medical malpractice and inmate assaults), federal constitutional civil rights claims (First Amendment claims regarding freedom of religion, the right to demonstrate and protest in public areas, whistle blower claims) and employment discrimination.
The Attorney’s primary responsibility will be to defend the District of Columbia in contract cases filed at the District of Columbia Contract Appeals Board (CAB) and general breach of contract and quantum merit claims filed in the DC Superior Court. The CAB contractor disputes include, but are not limited to, contractor challenges to terminations for default, terminations for convenience, equitable adjustment and delay claims, and quick payment interest claims. The incumbent will file pleadings, conduct and respond to written and oral discovery, file dispositive motions, negotiate settlements, and conduct trials and contested hearings. There is substantial contact with client agencies as well. The position requires substantial knowledge of government contract law, the rules and procedure of the CAB, and significant litigation experience
The successful candidate must also have a law degree, excellent research and writing skills, experience in conducting discovery and prior trial experience, particularly in the area of contract litigation.

The Commercial Division of the Office of the Attorney General for the District of Columbia is seeking an attorney to assist in complex real estate transactions and acquisitions in support of various economic development and community revitalization initiatives of the Deputy Mayor for Planning and Economic Development. The work will encompass negotiation and drafting of real estate disposition, development and finance agreements.
The successful candidate must have a law degree and must either be a member of or eligible for waiver into the District of Columbia Bar. If a candidate is selected and is not a member of the District of Columbia Bar, he/she must apply for membership and show proof of such prior to the commencement of employment. The candidate must also have a minimum of three years of experience in real estate acquisition and development. Candidates for the position may be subject to a background check. Open until filled.
