Staff Attorney Positions—Office of the Attorney General    
 
 
Attorney Advisor (VA# 09-016)
 
The Office of the General Counsel in the District Department of the Environment (“DDOE”) is seeking an attorney to serve as in-house counsel to DDOE’s Energy Office. The Energy Office supports all residential, commercial, governmental, institutional, and transportation energy users in the District, provides financial assistance to low-income customers, and provides incentives to energy users to make energy-efficient decisions. The Office of General Counsel, which reports to the Office of the Attorney General, provides counsel to the Department on a wide range of environmental and energy matters.
 
The selected attorney will advise on, and participate in the development of, legislation before the DC Council, cases before the Public Service Commission, regulations promulgated by DDOE, and programs and policies administered by DDOE that will facilitate the development of the District’s renewable energy, energy efficiency, biofuels and related technology sectors. Special emphasis will be placed on net energy metering and interconnection, renewable energy credit markets, finance mechanisms (such as ESCOs, bonds or TIFs) and market transformation to responsibly grow local generation capacity.
 
The selected attorney will also advise DDOE in its supervision of the performance-based contract that will implement the Sustainable Energy Utility, designed to ease development and implementation of sustainable energy, energy efficiency, and conservation programs in the District; in its participation on the SEU Advisory Board, charged with developing performance benchmarks for the provision of sustainable energy services and ensuring that the SEU contract meets its objectives; its management of the two funds fed by utility assessments; and its compliance with new, aggressive, renewal portfolio requirements.
 
The selected attorney will assist the Department in initiating, expanding, and managing energy assistance programs that will be funded by stimulus dollars.  The selected attorney will also represent DDOE in cases before the Office of Administrative Hearings concerning gas station conversions. 
 
The successful candidate must have a law degree and must either be a member of or eligible for waiver into the District of Columbia Bar. The candidate should also have significant experience in the areas of utility regulation, energy policy, and climate policy. The candidate should have excellent investigative, analytical, and writing skills, experience in rule-making and legislative drafting, and be able to work effectively with attorneys from other District agencies, the Federal government, and other state governments. 
 
This position is within the Collective Bargaining Unit. Candidates for the position may be subject to a background check. The position will be a 13-month term position, with renewal subject to funding. Open until Filled. Screening of applications will begin on May 25, 2009.

  • received a scaled MPRE score of at least 75; provide copy of scores with application
