Public Interest Division

The Public Interest Division (PID) represents the District of Columbia in challenges to the government’s authority to act in the best interests of its citizens, and represents the interest of its residents to see that they are treated fairly and honestly in their dealings with the many vendors and merchants who operate businesses in the District, as well as enforce the legal mandates of the Mayor’s executive agencies.

The PID prosecutes on behalf of and defends the District of Columbia, and its agencies and officials, in all types of civil and administrative actions brought by and against the District.

  • Unemployment Insurance Compensation fraud
  • Whistleblower actions

The work of the Division is accomplished through the work of three sections:

Civil Enforcement Section

The Civil Enforcement Section is responsible for affirmative litigation and prosecutions before the Superior Court of the District of Columbia and various administrative tribunals seeking enforcement of the District’s laws and regulations and protection of the public welfare. In addition, the Section defends litigation involving administrative appeals of final District agency actions to the Superior Court and to the District of Columbia’s Office of Administrative Hearings. Finally, the Section also recovers funds to satisfy Medicaid liens filed by the District of Columbia Department of Health Care Finance.

Equity Section

The Equity Section defends the District of Columbia and its officials and employees in class actions and other major civil lawsuits filed in the United States District Court for the District of Columbia and the Superior Court of the District of Columbia, focusing on those cases that seek declaratory and injunctive relief. The cases often implicate claims under the First, Second, Fourth, Fifth, and Eighth Amendments to the United States Constitution and challenge District government programs and actions. The Section also represents the District’s interests in consent decree and other ongoing judicial monitoring cases.

Government Contract Section

The Government Contract Section defends the District of Columbia in contract disputes filed in the District of Columbia Contract Appeals Board (CAB) and in general breach of contract and unjust enrichment claims filed in the Superior Court of the District of Columbia. The CAB contractor disputes include, but are not limited to, contractor challenges to terminations for default, requests for equitable adjustments arising from delays, differing site conditions and constructive changes, and general contract payment disputes. The Section also defends the District of Columbia in appeals of bid protest decisions filed in the Superior Court.
