Ruff Fellowship Program

The Office of Attorney General (OAG) created the Charles F. C. Ruff Fellowship program in 2012 to provide the District government with more legal assistance and promote public interest legal work. The Fellowship is named in honor of Charles F. C. Ruff, who served as the District of Columbia Corporation Counsel (the position now known as Attorney General) from 1995 to 1997. Ruff also served as the U.S. Attorney for the District of Columbia and taught at area law schools. Ruff, who passed away in 2000, served as White House Counsel to President Bill Clinton.

FY2022 Cure the Streets Request for Application (RFA) – Community Based Organization Grant: The Office of the Attorney General for the District of Columbia (OAG) is making at least $4.8 million available to support community-based organizations to implement Cure the Streets in six target areas in which CTS currently is operating. Projects supported with funds awarded from this solicitation must implement the Cure Violence model, including by utilizing Violence Interrupters and Outreach Workers to reduce violence in the target areas. Cure the Streets (CTS) is a pilot public safety program aimed at reducing gun violence in the neighborhoods in which it operates. CTS uses a data-driven, public-health approach to gun violence by treating it as a disease that can be interrupted, treated, and stopped from spreading.

Cure the Streets Notice of Funding Availability (NOFA): OAG invites the submission of applications from community-based organizations to support the Cure the Streets target area sites. Applications are due by 11:59PM EST on Tuesday, July 27, 2021, and must be submitted through ZoomGrants, OAG’s online grant management system. DCCB-2021-T-0018 Document Scanning Services (FOR DC SUPPLY SCHEDULE – PRINTING AND DOCUMENT MANAGMENT SERVICES CONTRACTORS ONLY).  The Office of the Attorney General for the District of Columbia (OAG), Child Support Services Division (CSSD) is seeking a Contractor to provide document scanning services offsite in a secured facility.  The selected contractor will convert approximately 45,000 files into searchable, digital, “read-only” images.  This is a seven (7) month project.  Interested respondents should submit bids to oag.businessopportunities@dc.gov no later than 2:00pm on Monday, May 3, 2021. DCCB-2021-S-0016: OAG Market Survey - Outside Counsel for Talc Litigation. The Office of the Attorney General for the District of Columbia (OAG) is conducting market research to identify the availability and interest of a qualified law firm or firms to assist with the investigation and potential litigation of a consumer protection enforcement case against Johnson & Johnson, its subsidiary Johnson & Johnson Consumer Companies, Inc. (collectively “J&J”) and other companies involved in the manufacture, distribution and/or sale of consumer products containing talc. DCCB-2021-S-0014 Market Survey – Outside Legal Counsel for Potential Chlordane and PFAS Litigation. The Office of the Attorney General for the District of Columbia (OAG)  is conducting market research to identify the availability and interest of qualified law firms to assist with investigation of, and potential litigation involving, environmental enforcement cases.  Interested firms should submit a response to this market survey no later than 2:00 pm on March 24, 2021 to  OAG.BusinessOpportunities@dc.gov  with a copy to gena.johnson@dc.gov.  If you have questions regarding this market survey, please contact Kathleen Konopka, Deputy Attorney General, at Kathleen.Konopka@dc.gov.

DCCB-2021-I-0005 Diversity Services - The Office of the Attorney General has a need for a contractor to conduct a diversity assessment and provide recommendations for implementing a diversity and inclusion strategy.  OAG is conducting market research to identify potential suppliers and to develop a government estimate for this project.   Please see the attached Request for Information.  Interested respondents should submit responses by Tuesday, October 13, 2020.

DCCB-2021-H-0003 Human Care Agreement – Clinical Staff Support Services – The Office of the Attorney General (OAG) is accepting applications from providers that can deliver clinical support services for the Cure the Streets (CTS) Program. OAG is seeking practitioners who are experienced in supporting people who are disadvantaged in the workforce by virtue of race, education, criminal justice background and long periods of unemployment with the goal of sustained employment and success in their jobs.  The clinical support services are aimed at promoting the mental health and wellbeing of the CTS workforce. Services include weekly group clinical supervision or group sessions wherein staff and clinicians process work related and team related issues as well as general dynamics of the CTS initiative, and the trauma and other challenges associated with frontline work with a community-based violence reduction initiative.  Applications are due by 2:00 pm September 25, 2020 and should be submitted to oag.businessopportunities@dc.gov. Use Subject Line – Application for CTS Human Care Agreement.  Questions regarding this solicitation may be submitted to oag.businessopportunities@dc.gov.

Cure the Streets Grant Request for Application (RFA): The Office of the Attorney General (OAG) is making approximately $4.8 million available to support local street outreach and violence intervention projects to reduce violence associated with firearms in localities with high volumes and rates of homicides and shootings. Projects supported with funds awarded from this solicitation must be designed and implemented with fidelity to the Cure Violence model. Projects must utilize violence interrupters and street outreach workers to implement program activities prescribed by the Cure Violence program model to reduce violence in assigned targeted areas. All projects should be focused on implementation of a coordinated, community-based strategy for reducing violence in a specified neighborhood or neighborhoods, precincts, or other geographically defined areas. The proposals must target communities with statistically high rates of gun violence and collaborate with community-based organizations, residents, and other individuals who are well positioned to work with high-risk youth and young adults in those areas.

Contractor to Manage New Hire Reporting Program: The Office of the Attorney General for the District of Columbia, Child Support Services Division (CSSD), requires the services of a contractor to manage the District of Columbia’s State New Hire Reporting Program in accordance with the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, approved August 5, 1997 (Public Law 104-193; 110 Stat. 2105) § 453A, which mandates that each State establish an automated directory which contains information supplied by employers on each newly hired employee. Qualified firms, including certified small and local businesses, are invited to submit quotes in response to the attached request for quotations by 10 a.m. Friday, March 27, 2020.

Outside Counsel for JUUL Litigation: The Office of the Attorney General for the District of Columbia is researching the availability of qualified law firms to assist with litigation against Juul Labs, Inc. as well as to assist with investigations of other e-cigarette manufacturers. Responses are requested by 10:00 a.m. on February 18, 2020 to OAG.BusinessOpportunities@dc.gov with a copy to me at Janice.Watson@dc.gov.

IRS Safeguards Audit Consulting: The District of Columbia Office of the Attorney General, Child Support Services Division, is seeking a contractor to assist the agency with preparation of various IRS Safeguarding documents. These include, but are not limited to, Preliminary Findings Reports (“PFRs”), Safeguard Review Reports (“SRRs”), Safeguard Security Reports (“SSRs”), and Corrective Action Plans (“CAPs”).

Contractor for Annual Report: The Office of the Attorney General for the District of Columbia (OAG) is seeking a contractor to design and print its 2019-2020 Annual Report. The contractor will be responsible for the overall graphic design, report layout, and printing of final product. This report will help District residents understand how OAG is fulfilling its statutory obligations and furthering its policy goals. It will also inform residents how they can access OAG’s services.

Attorney General Racine & 35-State Coalition Defend Critical Energy Assistance Programs for Low-Income Residents

WASHINGTON, D. C. – Attorney General Racine has joined with 35 other attorneys general and state consumer advocate agencies to urge members of Congress to preserve and expand funding for the Low Income Home Energy Assistance Program (LIHEAP) and the Weatherization Assistance Program (WAP) in the 2018 federal budget.
