Legal Advice to ANCs

People and gavel graphic with words, Your Law - Protect Your Rights

Created in 1976, Advisory Neighborhood Commissions (ANCs) provide community-based input to urban policy makers on issues ranging from zoning, economic development, police protection, and traffic to street improvements, sanitation and trash collection, parking, and recreation. Since that time, in response to requests from ANCs, the Office of the Attorney General has rendered legal interpretations of statutes concerning or affecting a wide range of issues regarding Advisory Neighborhood Commissions.

Those interpretations, given in the form of letters, are now available online to the public, Advisory Neighborhood Commissioners, District agency officials, and the general public.

You can search the letters via keywords: recent ANC lettersarchived letters on the OAG site, and archived letters on the ANC site.

The documents, written by the Office of the Attorney General's Legal Counsel Division, provide guidance on many issues that ANCs have faced since the commissions were established. Commissioners now have easy access to OAG letters that address important and recurring questions on the daily operations and governance of their ANCs, as do agency officials who interact with ANCs. ANC Commissioners who have questions about an issue that concerns their ANC may also contact the Legal Counsel Division. In addition, anyone wishing to raise concerns about a matter involving ANCs (e.g., contest the award of a grant or the notice for a meeting) can access the standards for these events and determine whether a challenge may have merit.

Note: The ANC law has been amended many times. The information in some materials may be obsolete; be sure to check the most recent correspondence.
