AG Racine Congratulates Former OAG Communications Director and Solicitor General on Senior Appointments in Biden Administration

David Mayorga Will Serve as Director of Public Affairs and Todd Kim as Deputy General Counsel for Litigation and Enforcement at U.S. Department of Energy

WASHINGTON, D.C. – Attorney General Karl A. Racine today issued the following statement in light of the U.S. Department of Energy (DOE)’s announcement that David Mayorga, former Communications Director for the Office of the Attorney General (OAG), and Todd Kim, the first Solicitor General for the District of Columbia, are joining the Department’s senior leadership team. Mr. Mayorga, who joined OAG in 2018 and led the agency’s communications team nearly three years, was named Director of Public Affairs for DOE. Mr. Kim served as Solicitor General for the District of Columbia from 2006-2017 and will now serve as DOE’s Deputy General Counsel for Litigation and Enforcement.

“The Biden-Harris administration has added two terrific talents to the senior ranks at the Department of Energy.

“In their years at the Office of the Attorney General, David Mayorga and Todd Kim proved themselves to be model public servants.

“David is an exceptional communications and public affairs professional who expertly took up an important leadership role in our front office.

“Todd is a brilliant lawyer whose intelligence and creativity know no bounds.
