WASHINGTON, DC – Attorney General Brian L. Schwalb announced today that Stephanie Litos has been appointed as the Deputy Attorney General for the Office of the Attorney General's (OAG) Civil Litigation Division (CLD), effective March 29, 2023. Ms. Litos, who served as the Interim Deputy Attorney General, has now assumed the permanent leadership role for CLD. As Deputy Attorney General, Ms. Litos leads CLD’s team of more than 80 lawyers and non-lawyer professionals, who work closely with other OAG divisions, the Mayor’s office, and the District’s executive agencies.
CLD plays a critical role in safeguarding the interests of District taxpayers as well as enforcing and defending the laws and policies adopted by DC government. The Division represents the District, its agencies, and its employees and handles a diverse array of legal matters, including constitutional torts, employment matters brought under federal and local law, personal injury lawsuits and common law torts, and class actions. CLD also defends the constitutionality of District of Columbia laws—such as the District’s prohibition on carrying firearms on public transportation—and represents District agencies in enforcing their rules and regulations. In 2022, CLD successfully resolved cases through motions, trial, and settlement, avoiding over $420 million in potential monetary damages.
Ms. Litos has been a valuable member of OAG since joining in 2011 as an Assistant Attorney General in the Civil Litigation Division. Before being appointed as Interim Deputy Attorney General, she held the position of Assistant Deputy Attorney General for CLD starting in 2018. Prior to that, she served as Senior Counsel to the Attorney General, providing legal counsel to both the Attorney General and the Chief Deputy Attorney General on a diverse range of legal issues. At OAG, Ms. Litos has successfully tried numerous cases. Most recently, in November 2022, she led a trial team that secured a victory for the District in an eminent domain case, saving the District more than $35 million in connection with the taking of land for the new Frederick Douglass Memorial Bridge.
Ms. Litos began her legal career as a litigation associate at Wilmer Cutler Pickering Hale and Dorr, LLP. She earned her bachelor’s degree, with highest honors conferred, from Vassar College and her Juris Doctor from the University of Chicago Law School.
