Attorney General Racine Appoints Loren AliKhan as the District’s Second Solicitor General

Former Deputy Solicitor General AliKhan Becomes the District’s Top Appellate Advocate

WASHINGTON, D.C. – Attorney General Karl A. Racine announced today that Loren L. AliKhan, who formerly served as Deputy Solicitor General for Civil and Administrative Appeals and Acting Solicitor General, has been appointed as the Solicitor General for the District of Columbia. As Solicitor General, Ms. AliKhan will lead all appellate litigation for the Office of the Attorney General (OAG), including cases before the D.C. Court of Appeals, the United States Court of Appeals for the D.C. Circuit, and the U.S. Supreme Court.

“Ms. AliKhan’s extraordinary work as Deputy Solicitor General made it clear that she was the best choice to become the District’s top appellate lawyer,” said Attorney General Racine. “I am grateful that the OAG team and the residents of the District of Columbia will continue to benefit from Loren’s work ethic, expertise, and exceptional legal skills and insights.”

Ms. AliKhan has served as the District’s Deputy Solicitor General since 2013; since November 2017, she has served as Acting Solicitor General. Prior to joining OAG, she was an attorney with O’Melveny & Myers LLP, focusing on Supreme Court and appellate litigation. She also served as a Bristow Fellow in the Office of the Solicitor General at the U.S. Department of Justice and as a Temple Bar Scholar in London, where she worked with the Deputy President of the Supreme Court of the United Kingdom. Ms. AliKhan clerked for Judge Louis H. Pollak on the U.S. District Court for the Eastern District of Pennsylvania and Judge Thomas L. Ambro on the U.S. Court of Appeals for the Third Circuit. She holds a J.D., magna cum laude, from Georgetown University Law Center and a B.A., summa cum laude, from Bard College at Simon’s Rock in Massachusetts. She is a resident of Ward 3.

Ms. AliKhan succeeds Todd Kim, who served from 2006 to 2018 as the District’s first Solicitor General. Mr. Kim recently left the office to enter private practice. In 2017, Ms. AliKhan and Mr. Kim argued two cases before the Supreme Court, winning one of those cases 9-0. Also in 2017, Ms. AliKhan, Mr. Kim and Assistant Attorney General Carl Schifferle in the Office of the Solicitor General were honored with the “Best Brief” award from the National Association of Attorneys General for their petition to the Court for a writ of certiorari in one of those cases, District of Columbia v. Wesby.
