Washington, DC – Attorney General Karl A. Racine today announced that Philip Ziperman, who has served since 1997 in the Consumer Protection Division for the Maryland Attorney General’s Office (most recently as its Deputy Chief), will join the Office of the Attorney General (OAG) to head a new Office of Consumer Protection. In the role, Mr. Ziperman will lead OAG’s enhanced efforts to protect the District’s consumers through legal action, outreach and education.

“Phil Ziperman has extensive experience in helping lead Maryland’s efforts to protect consumers, and we are excited to have him join OAG as we seek to build on the important work we do to protect consumers,” Attorney General Racine said. “Our new Office of Consumer Protection will focus our efforts on behalf of consumers through bringing lawsuits and other legal actions, working with other state Attorneys General and federal partners, and increasing public awareness about consumer-protection issues.”

As part of his work in the Maryland Attorney General’s Office, Mr. Ziperman has managed the Attorney General’s Privacy Unit, which monitors compliance with state and federal privacy and consumer-protection laws, investigates businesses that fail to protect consumers’ personal information, and educates the public on privacy matters. He has significant experience as a consumer advocate, including leading national efforts to reform the debt relief and debt collection industries. He has litigated a wide variety of cases on behalf of consumers, including matters involving pharmaceuticals, credit counseling agencies, cable and satellite television providers, wireline and wireless telephone carriers, debt resolution companies, foreclosure assistance providers, health product advertisers, property management groups, auto repair facilities, debt collectors, Internet service providers and auctioneers, vacation club sellers and household goods movers.

Prior to his work for the State of Maryland, Mr. Ziperman practiced law in the District and in Maryland, litigating medical malpractice and toxic tort cases. He holds a bachelor’s degree from the University of Massachusetts at Amherst and a J.D. from the American University Washington College of Law.
