WASHINGTON, DC – Attorney General Brian L. Schwalb today announced the appointments of two individuals to the Office of the Attorney General’s (OAG) senior leadership team. Marta Paravano, who has been instrumental in modernizing OAG’s operations and supporting the excellence of its legal practice, has been promoted to Chief Operating Officer. Candyce Phoenix, a seasoned attorney and policy advisor, has been appointed Deputy Attorney General for Policy and Legislative Affairs.

Marta Paravano, Chief Operating Officer
Marta Paravano now serves as Chief Operating Officer, strategically leading agency operations, information technology and human resources to support OAG’s work on behalf of District residents. Ms. Paravano has worked at OAG since 2015, serving in multiple roles including Director of Practice Technology and Practice Administration, Assistant Chief Operating Officer, Acting Chief Information Officer, and Special Projects Officer. Over the past eight years, Ms. Paravano has played a key role in improving agency operations, delivering on agency priorities, and building the excellence of its legal work. She stood up and led the agency’s e-discovery practice, oversaw a major multi-year project to update OAG’s case management system, worked across District agencies to develop better data tracking and sharing systems and was instrumental in the operational efforts to move the agency during the pandemic and coordinate and support OAG’s return to the office. She currently serves on the DC Bar Legal Ethics Committee and as a board member of the DC Chapter of the Association of Certified E-discovery Specialists. She earned her B.A. from The Johns Hopkins University.
Candyce Phoenix, Deputy Attorney General for Policy and Legislative Affairs
Candyce Phoenix now serves as the Deputy Attorney General for Policy and Legislative Affairs, leading OAG’s legislative work. Before to coming to OAG, Ms. Phoenix served as Senior Counsel and Senior Advisor to the U.S. House Select Committee to Investigate the January 6th Attack on the United States Capitol, where she was a member of the senior management team and led investigative inquiries into social media companies, law enforcement, and violent militias. She was also Impeachment Counsel to Congressman Jamie Raskin during the second impeachment of President Donald Trump.
Prior to handling matters related to January 6th, Ms. Phoenix was Chairman Raskin’s Staff Director for the House Oversight Subcommittee on Civil Rights and Civil Liberties, where she handled oversight efforts regarding voting rights, criminal justice, immigration, eminent domain, the rise of violent white supremacy, and the 2020 Census. Previously, she served in the U.S. Department of Justice’s Civil Rights Division, where she helped litigate cases to extend protections for LGBTQ+ Americans, and in the U.S. Department of Labor, where she handled both internal and external administrative and employment matters for the Office of the Solicitor. Ms. Phoenix earned her J.D. from Harvard University and her B.A. from Columbia University.
