From time to time, the Office of the Attorney General (OAG) requires the assistance of outside counsel or other vendors. On this page you will find opportunities to submit proposals to work with the Office, as well as guidance on how to submit those proposals.

All entities that seek to do business with the District of Columbia must be (1) registered with the Office of Tax and Revenue, (2) registered on the District’s procurement network (Ariba), (3) entered into the District’s payment system (SOAR), and (4) in compliance with tax filing requirements of the District. For procurements of $100,000 or more, the successful contractor must also complete other regulatory requirements, such as EEO compliance. First Source Employment requirements apply for contracts of $300,000 or more.  These documents are available at https://ocp.dc.gov/page/required-solicitation-documents-ocp.

Please complete Form FR-500 and submit to the Office of Tax and Revenue as provided in the instructions (online at https://mytax.dc.gov/).

To register on the Ariba network, please go to supplier.ariba.com . After you have completed the Ariba form, you are required to print the document before exiting the webpage. The printed form will generate your ANID number. All categories on the form must be completed in order to enter your company as a supplier in SOAR (the District’s payment system).

FY2024 Youth Violence Prevention Grant Program Notice of Non-Competitive Funding Availability and Request for Proposals: The Office of the Attorney General (OAG) seeks applications from eligible organizations that are actively engaged in delivering crucial programs and services aimed at fostering positive youth development in the District. OAG recognizes the importance of providing financial support to local non-profits dedicated to identifying and mitigating risk factors associated with youth violence. These organizations play a crucial role in developing strategies that align with promising and evidence-based approaches, ultimately contributing to the long-term wellbeing and success of young individuals. Through this Notice of Non-Competitive Funding Availability, OAG announces the availability of up to $50,000 in funding per grant per organization for Fiscal Year 2024 to eligible organizations. Total grant funding will not exceed $250,000. FY2024 Domestic Worker Employment Rights Grant Program: The Office of the Attorney General (OAG) is seeking proposals from eligible organizations to provide guidance to domestic workers and hiring entities about domestic workers’ rights pursuant to the Domestic Worker Employment Rights Amendment Act of 2022.

Purpose: Domestic workers’ rights should be extended and protected to ensure dignity, respect, fairness, and a safe working environment. This grant will provide support to organizations working to develop educational materials for domestic workers and hiring entities, including safety and health information. According to Title I of the Domestic Worker Employment Rights Amendment Act of 2022, Sec. 103, this grant may be used to do any combination of the following: (1) Based on the input of an expert or experts in the field of health and safety, develop guidance for domestic workers and hiring entities to address the most common hazards domestic workers encounter in their workplaces and how to mitigate them; or (2) Conduct education and outreach to domestic workers, hiring entities, and the public about the rights of domestic workers.

DCCB-2023-L-0044 Request for Qualifications – Outside Legal Counsel - The Office of the Attorney General for the District of Columbia (OAG) on behalf of the District of Columbia Office of Contracting and Procurement (OCP) is issuing this Request for Qualifications (“RFQ”) to solicit Statements of Qualifications (“SOQ”s) from interested attorney(s) to assist in writing “Rights in Data” clauses to be used in District of Columbia contracts.  OCP is seeking legal advisory services from attorney(s) with considerable expertise and experience working with government entities and government contractors in complex intellectual property rights matters with emphasis in rights in data.

    DCCB-2022-B-0008 COVID-19 Testing Services.  The District of Columbia Office of the Attorney General is seeking a contractor licensed to provide COVID-19 testing services to assist with the establishment of a COVID-19 testing program for OAG employees consistent with OAG’s vaccination policy and CDC guidelines for workplaces.  Interested bidders should submit a bid including a completed price schedule (section B.4) and all required certifications and attachments (refer to sections K, L.2, L.14 and L.16 of the solicitation).   Questions regarding this solicitation should be directed to gena.johnson@dc.gov and received no later than five (5) days prior to the closing date.  Bids are due no later than 2:00 pm local time on February 14, 2022 to gena.johnson@dc.gov.

    DCCB-2022-I-0006 – Request for Information (RFI) COVID-19 Testing Services.  The Office of the Attorney General (OAG) has a need for a contractor to assist OAG with the establishment and implementation of COVID-19 testing procedures as employees return to the office.  OAG is conducting market research to identify potential suppliers and to develop a government estimate for this project.   Interested suppliers are asked to submit a response to this RFI no later than 2:00 pm on Tuesday, January 11, 2022.  Questions regarding this RFI should be submitted to Gena Johnson at gena.johnson@dc.gov no later than 10:00 am on Thursday, January 6, 2022.

Litigation. The Office of the Attorney General for the District of Columbia (OAG) is conducting market research to identify the availability and interest of qualified law firms to assist with litigation against Dynamic Contracting, Inc., et al. (Case No. 2021 CA 003768 B) pending in D.C.     DCCB-2021-H-0003 Human Care Agreement – Clinical Staff Support Services – The Office of the Attorney General (OAG) is accepting applications from providers that can deliver clinical support services for the Cure the Streets (CTS) Program. OAG is seeking practitioners who are experienced in supporting people who are disadvantaged in the workforce by virtue of race, education, criminal justice background and long periods of unemployment with the goal of sustained employment and success in their jobs.  The clinical support services are aimed at promoting the mental health and wellbeing of the CTS workforce.     Cure the Streets Grant Request for Application (RFA): The Office of the Attorney General (OAG) is making approximately $4.8 million available to support local street outreach and violence intervention projects to reduce violence associated with firearms in localities with high volumes and rates of homicides and shootings. Projects supported with funds awarded from this solicitation must be designed and implemented with fidelity to the Cure Violence model. Projects must utilize violence interrupters and street outreach workers to implement program activities prescribed by the Cure Violence program model to reduce violence in assigned targeted areas. All projects should be focused on implementation of a coordinated, community-based strategy for reducing violence in a specified neighborhood or neighborhoods, precincts, or other geographically defined areas. The proposals must target communities with statistically high rates of gun violence and collaborate with community-based organizations, residents, and other individuals who are well positioned to work with high-risk youth and young adults in those areas.

    DC Office of the Attorney General (OAG) is issuing the subject  Request for Proposals (RFP) for a Contractor to provide legal services in support of OAG’s investigation and potential litigation against Monsanto, Solutia Inc., Pharmacia LLC, and/or any other subsidiary, affiliate or successor-in-interest responsible  for the former manufacture and sale of PCBs, related to the recoupment of costs associated with the investigation and remediation of PCBs that the District has incurred, or will incur, or which the District is or may be held liable for by any federal, state or local government, or third-party.

    Training and Community Outreach Services: The District of Columbia Office of the Attorney General (the “District”) is seeking to qualify community based organizations to provide high quality; structured training, community outreach and related supportive services developed for a violence reduction program by CURE Violence. Qualified organizations will be invited to submit proposals for Human Care Agreement type contracts on an as needed basis. The current need is to award two Human Care Agreement through September 30, 2018. However, the need for additional HCA could increase post October 1, 2018.
